workflow trigerring

hi all,

i have developed a custom workflow for the leave approval and its working fine except that there is a decision step in the workflow which the initator can use for withdrawing his/her leave application, my problem is that as soon as the person submits the leave application the withdrawal workitems gets displayed, so is there any way of trigring that particular step with some delay so that the workitem doesn't gets displayed immediately.
