Authorization object for APP Proposal run and Payment Run

Dear Friends

Our client needs to perform APP in the following manner.

1. Proposal Run will be done by one person.

2. Payment Run will be done by another person.

Is there any Authorization object available to control this requirement.

Pls help me to resolve.
