Bringing current user logged in department to project in Journal Entry

Hi,

Can any one help me in the following scenario.

Option 1:

We would like to have all the departments or branches defined for each user. When the each user enters the system when ever he is making any journal transcations the the project field should display his branch/department automatically. This is to enable us to take Project wise trial balance and to make the user not to miss this data entry.

Option 2:

Making the Project Field mandatory
