Shipment Cost Calculation Configuration step by step

Can u please provide me the steps of Shipment Cost calculation configuration. I have configured but it is not getting calculated until I give Shipment Pricing Procedure manually under Shipment Cost calculation Tab (Tcode : VT01N)

Shipment Costs Rel check box to be marked on (it is coming automatically)

Procedure : here I am entering procedure manually.

Though the same shipment pricing procedure is appearing automatically under the TAB stages. If it can appear here what is the reason of not appearing under Shipment Cost calculation tab.

Please help me.
