Access to Production Server

HI all,

I have a basic question:

Do funtional consultants have access to Production server and do they make changes there?

My understanding is that we i.e functional people are access to only Dev. and Test servers where they will make and test the settimgs for correctness. After satisfying with the results, these r transported to Production Server by Basis Consultnt, where Core Team Memeber of Client side make actual changes in the Production server.

Plz. clarify this doubt.
