Activating Basic Shipping or Full functionality of TM 9.5

Have few questions:

With S/4 HANA 1709, is there any business function or configuration to choose between 'Basic Shipping' or 'Full TM functionality'. Customer wants to evaluate both options. I could not find any SPRO configuration, at first glance.

Also When TM 9.5 configuration guide will be available.
