Add approver for release shopping cart

Hai Experts,

Our client is having an issue with the shopping cart approvel.

Our's is BBP 4.0,

Here the problem is:

shopping cart creator adding himself as a approver, and approving the cart.

We have already worked on the issue, and rectified by uploading a patch file, which is given in SAP Note:923577,

But now out problem is with the approver change, EBP is allowing the user to choose approver for his SC approving, whose purchasing value limit is less than the shopping cart value.

Please suggest me, how SRM is allowing the users to choose SC approver having low PO value limet then SC value,

Is there any product earror is there in SRM ? how to come out of this issue...

Please help me out to solve this issue.
