2LIS_12_VCITM Goods Movement Status

We have an ODS loaded by 2LIS_12_VCITM. One of sales orders is marked "delivered" in R/3. On the BW side, goods issue qty is calculated only if the GOODS MOVEMENT STATUS is set to "C" (completed) on 2LIS_12_VCITM. For some reason for this sales order, GOODS MOVEMENT STATUS is coming in as "A" (not yet processed). When I look at table VBUP, the GOODS MOVEMENT STATUS is not set to "C". When I look at the Sales Order via VA03->Shipping, the line status is "fully delivered".

Any ideas? Appreciate your help.
