Putaway TO is selecting wrong storage bin

Stock was receipted in - and the putaway TO was created to putaway to destination bin. It is selecting bin xxx when it should create for yyy.

the Putaway TO would not let the user change the putaway BIN.
Can you please suggest why this is happening.
