Document Specifications
● Under Document Offset, specify the number of lines that are to be ignored at the beginning of the document.
This enables you to skip comment lines or column names during processing. If you do not make an entry, the default value is zero lines.

Document offset will tell the file adapter from which row it has to pick up the data, for ex you have an input file with 100 records in it and you want to pick from 10-100, i mean you dnt want file adapter to pick the first 10 records, if you specifiy 10 as docuemnt offset file adapter will start reading from the 10 row till end of the file.
