I trying to install SAP Solution manager 4.0 SR3:

OS: Linux RHEL4u4

DB: MaxDB

During phase 21 of 46 Create Secure Store

I've restart my server, restart sapinst, continue an old installation and everything procede successfuly.

You need to manually unpack a .SAR file - search the archive, this has been answered quite some times.
