How to add cost centre fields in transaction va02 on screen? is it possible using user-exit?

or is there any steps to create user-exit?

It is possible if you get any screen exit in below list of enhancements.

To find that, go to SMOD tcode, give below enhancement, select 'component' radio button and press display.

you will get one screen, there look into "screen areas" to find screen exit. Like this do for all enhancements and find suitable screen exit for your requirement.
