In tcode IE01,
there is one tab on upper side "measuring points/counters".
what for it is used?

The counter tab is to maintain the performance counter for the equipment..With ref to counter, the performance of the equipment is enterd in the system by means of measuring documents..

Main purpose is to assign the measuring point/counter number to equipment master in order to carry out planned maintanance, Warranty processing etc.

This tab is for creating measuring points on the technical object. You'll find the same tab in IL01 tcode.
There are two types of measuring points : condition based & performance based. Performance based measuring points need to be defined as counter in the system.
If you want to explore more on this, go to help.sap.com you will find some more information on this.
You can create measuring point on technical object by tcode: IK01 or directly from the technical object itself (the one you have mentioned).
