Crystal report Command edit option not visible

I have the exact problem as previous question with the same title, however there was no solution or even suggestions in that topic.

Frequently (but not always) when editing Crystal reports(version 14.2.2.1975) under database expert the right click menu does not contain the edit command option, just rename and properties.
