employees not switching from one payroll area to other payroll area

Hi SAP experts

we have three employees that are not switching from payroll area X to payroll area Y and payroll area Z automatically ,we had to do it manually .

if the problem would have been with ABKRS feature it should have been for all employees ,but it is creating only for three employees .

Any suggestions are welcome
