NIPING on SAProuter Server Sometimes Works and Sometimes Does Not Work

We have been using our SAPROUTERXX server for years now. Recently we reimaged it to Windows 2012 R2 but I don't believe that has anything to do with this problem. We want to let SAP to look at an SAP system called XXX. The server for XXX is in the saprouttab file and we added the information to the WIndows Hosts file for the server along with a line that just contains a "#".

SAP cannot get into the system and we are working on why. We have other systems in the landscape that they can access just fine. SAP asked us to logon to the SAPROUTERXX server and do a 'niping -c -O -H 172.16.4.89 -S 3200' from a command prompt. We did that and the problem is sometimes it works and sometimes it doesn't. We captured the output of the NIPING:
