System Measurement

I have some problem in System Measurement Transaction (USMM) is how me

"Status of Transfer to SAP Data Locked for Transfer",

Could you please advice me how can i unlock the transfer so i can execute the transaction USMM. This is bit urgent. Would appreciate for your help.
