Why does "report a bug" direct you to "ask a question"?

On the front page of the new SAP Community I clicked on the link "ow to report bugs".

I was directed to a blog, which said when you find a bug, create a discussion, and then I pressed the hyperlink.

I was then taken to "ask a question"? That is not the same as reporting a bug, or do you think it is? How do you tell questions apart from people reporting bugs?

And you cannot ask a question unless you specify an SAP product? I picked HANA as I had to pick something.
