Federated Portal - removed consumer on producer..re-enable registration?

We have 2 portals that we want to Federate. Both are NW2004s SP13. The consumer is "PQ2", the producer is "JB4".

While troubleshooting the Federated Portal setup between PQ2 and JB4, I wanted to delete the federation and re-create it from the beginning to see if I had made an error.

Here's the bad part: On the producer, JB4, I went to System Administration->Federated Portal->Myself as Content Producer->View My Consumers, chose PQ2, and selected "Remove".

Unfortunately, (after reading the documentation), this appears to permanently remove the ability for PQ2 to register as a consumer on JB4. JB4 will no longer let PQ2 register as a consumer.

The SSO tickets, etc. are still in the Keystore.

How can we re-enable the ability for PQ2 to register as a consumer in the JB4 portal?
