Credit Cards & Authorize.net Not Working

I spent two hours chatting with an Authorize.net representative yesterday trying to figure out why the credit card part of WebTools 2007 isn't working. At the end of it, we decided that it must be WebTools not working correctly. Here are the details of my setup. What could possibly be interfering?

1) I turned off test mode inside of Authorize.net

2) I'm have test mode inside of WebTools unchecked

3) I'm posting to https://secure.authorize.net/gateway/transact.dll

4) My API API Login & Transaction Key are valid (verified and reset multiple times with the customer service rep)

5) Firewall type is set to None.

6) I'm using actual credit card data, not any test or dummy numbers or addresses.

7) The error message I get is "Credit Card Not Authorized()"
