workflow not created

Hello all,

I created a workflow and transported to QAS. it was working fine. I was asked to make some changes by business users. I made changes in DEV ( tested too) and transported to QAS. Now i see in SWEL (in QAS) workflow gets triggered but the workflow is not started. i can see the message receiver started correctly (trace data->action of swel). but i don't get the WORKITEM button on top. nor does the object key in reciver data gets populated.

more info : transported to QAS. tested but changes didn't reflect. so opened up QAS. activated new workflow changes again. now workflow doesn't start at all.

can anyone help ? did anyone had issues similar to these.
