How to restrict Create and Edit New Business Roles and Business Users

Hello Folks,

I have created new "User" and assigned one Business Role to that user.

My requirement is,

1) User should not get the "Edit" option to edit his Access Rights.

2) User should not have the access to create new Business Roles. And user should not get the "Edit" & "New" options for creating new "Business Roles". Please see the attached screenshots.
