Installing Crystal Server 2016 on Windows Server 2016 . Receiving error message that files are too long when extracting from Zip file.

That issue was fixed a while ago, are you using the latest CRS full build install?
You should be able to specify where the files will be extracted to. use the shortest folder you can.
