S/4 hana onpremise edition deployment in cloud

Hi

We're an SAP application development partner with solutions in ECC and SCM.

We want to get into S/4 hana development. Planning to deploy a 2 or 3system landscape of 'S/4 hana onpremise edition' in cloud (iaas or paas).

Can someone suggest some of the best and cost effective vendors for iaas or paas.
