Regarding copy controls

I want to create an order for supplimentary invoice with reference to the standard bill.For which the copying controls are not maintained .pls tell me the configuration steps involved in billing type to sales order.

Copy control for sale order to billing is VTFA.

and also maintain item category in VTFA .
