Freight Condition Type applicability on Purchase Order

Dear SAP Experts,

I'm facing problem in freight condition type.As in M/06 grounp condition check is active. But i have two different scenarios where this condition type is working differently.

For one purchase order it's diving the freight amount proportionally whereas for the other purchase order it's applying same fright amount to all no' of line items.
