Regarding Different Configuration in Dev. and Prod.

My question is wht will happen if configuration of Prod server is different from Dev server ? For eg. Let on prod, i have 3 divisions and on Dev, i have 2 divisions.

Wht will happen if i create new division in dev and trnasport it to Prod now.

Please ask for more clarification if required.
