R3 4.6C Purchase Order Help

We created a new Purchase Order type called ZNMA. I copied smartform /SMB40/MMPO_L to a Z version. Here are the parameters for this new output type:

Output Type - ZNMA

Application - EF

Trans. medium - 1

Smart Form - ZMMPO_WN

Program - /SMB40/FM06P

FORM Routine - ENTRY_NEU

The problem I have is we are trying to create a new user to be able to use this output type and we keep getting dump. However, other users can create a PO or add this ouput type to existing PO's and don't get dump. The short dump says we are posting an illegal statement. Statement "Call Screen" is not allowed in this form. The current ABAP/4 program is SAPLKKBL.

Can anyone help me to resolve this issue?
