Ignoring minimum amount for withholding tax

Hi experts,

I set the minimum amount for withholding tax in both options (Tax Types - MM and Tax Codes - SD) with value 10,00. You all can check this in the images below.

But the system is not calculating the withholding tax amount as being zero when tax amount calculated is lower than 10,00. Look at the example below.

I would like to know what more I must do, and why the system is calculating taxes amount although the withholding tax amount calculated is lower than the minimum amount.
