When setting up a new SAP B1 Customer site - Best practice, test enviornment

What is the best-practice when you are setting up for a new SAP B1 customer.
(Sap B1 9.2 PL7, on premise server install)

I have a clean test server in my office that I want to use to setup importing data & setting up the customer settings for a new SAP B1 install.
In terms of a SAP licence, do I create a temporary lic for using while doing this setup?

Then when ready, can I copy the database over to the live server & Import their normal professional licence?

As the hardware keys will be different on each server, I will need 2 different licence files.

Can a database created on one server be copied to another? (Different SLD's)

Then going forward after the customer is live, how do partners maintain test environments using the customers data ie reproduce issues or troubleshoot queries from customers? (Where the temporary licence is expired?

    I use a copy DB on the customers site.
