Subcon scenario for other plant

We have a scenario when we are sending the production orders from a plant to another in case there are capacity breakdowns. The other plant can process and send that materials original plants where we complete the GR process and deliver the E stock to customers. Although this sounds to be a subcontracting scenario, we have following open points.

  1. Every plant needs a production order to process on shop floor MES system. So if we send the PR/STO to other plant, how will we create the Production order in that plant? The PR/STO is for a service and not for material as in standard STO process.
  2. If we create a production order in supplying plant with respect to the original SO in other plant, system does allow it, but then I get entire E stock available in supplying plant and an open production order in receiving plant
  3. If I close production order in receiving plant and receive directly E stock, I still have the stock of material issued to a production order on shop floor order. The stock that goes with subcon STO should be available in other plant to process which is not available”

Can you suggest some way around on this issue? What we need is a solution which works in terms of material movements in plants. Manual interventions are ok since this is an exception scenario
