CCR shows "DELETE IN APO" but orders needed

When I run the CCR, I get these messages that the planned orders exist in APO but not in R/3:

Missing in R/3 Without External Key Error code 153

Missing in R/3 With External Key Error code 154

Can someone please tell me what is this with and without means? Whar are probable reasons for this. In CCR it shows the solution as "DELETE IN APO" But as these orders are not flown to SAP R/3 and we need them.

Cheaked Material master Special Procurement Key is maintained for plant.

Material exists in Active integration Model, Validity period is maintained,

Can any body tell me how can make then SEND TO R/3

    Check the SMQ2 Inbound Queue to R/3 and see the details.

    Do you have Integration Model active for Planed Orders?

    If you have it active then most likely there is some master data issue because of which the transaction data is not getting created in R/3.
