Outbound Delivery TO going to wrong queue



In my client, the outbound delivery TO's are seperated in to different queues based on freight for shipping. Some of the TO's are going in to a wrong queue where the user could not confirm it because the staging area and door info is blank in those TO's. Could anybody explain where to check the configuration for this.
