Travel managemnt without using travel planning

Hi,

can any one tell me how to go about the following issues.

I wanna implement the travel management component in ECC 6. (HCM) but we are not using travel planning components.

AS per my knowledge we can use travel manager for international flights where as for local flights we would have to use travel calendar.
