Dear Experts!
I have a problem about cost of credit memo(SD).
"Cost" is much larger(twice or more) than "Net value" in credit memo.
What is "Cost" calculated based on?

NETWR and WAVWR are two completely different things.
Net value depends on the values of the non-statistical conditions in the sales document, while cost is determined from other sources.
There are some very informative notes on the topic - I suggest that you start by reading 1365939 - VPRS logic and Customizing settings in SD and the notes, mentioned in it.
