CE71 - SAPinst could not create user

Hello,

I want to install NW CE 7.1 under Windows XP german language. In phase 3 of the installation sapinst can not create the user.

Can anyone please tell me, which user with which rights are needed? And which SAP usergroups they belong to? Do you think it will help, if I create the user manually?
