Not authorized to use SAP GUI

When login SAP GUI as J2EE_Admin, I can not use any uitlities. I get message: " Not authorized to use". I also tried to login as SAPJSF user, I get the same message when I try to use any listed services.

Ate there any recommendations to fix this "Not authorized" issue?
