After entering into T Code J1IJ i cant able to work on it

After entering into T Code J1IJ i cant able to work on it.I can enter inside the screen of J1IJ if i click on DELIVERY-RG23D SELECTION, it is showing the message as "YOU ARE NOT AUTHORIZED TO CREATE".And my system is ECC 6.0, can any one suggest me the solution for it.
