What is the required runtime environment for KM APIs

I was reffering to this link for studying KM APIs

What is the required runtime environment for these APIs to run e.g. can these APIs be invoked from an application running outside SAP KM portal?

If answer to this question is “No” then what application we need to deploy on SAP KM to execute these API?
