It seems some issue in Business Context.Please check the Business Context in External exception code and also BC Set: /SCWM/EXCEPTION_CODES for info.

After re-importing the above suggested BC set,this issue is resolved.
But not able to understand:
1. Which all exception codes can we assign or should we assign to internal exception codes
2. How does system distinguish the external exception codes to be shown in F4 option under this setting

"1. Which all exception codes can we assign or should we assign to internal exception codes"-> Solely depends on process where you want to apply , Please check Business context description ,also BC set /SCWM/EXCEPTION_CODES for more and check the link for an example.
"2. How does system distinguish the external exception codes to be shown in F4 option under this setting" -> Exception code Profile , then assign exception code to process user ( end user who perform the transaction ) using Exception Code Profile Tcode /SCWM/EXCUSERID - Assign User to Exception Code Profile
