cal cost forecast using Azure

We are trying to create an instance for HANA Platform Edition on Azure and under Cost Forecast we can see USD 5.61 per hour when active and USD 3.65 per month when suspended.

We wanted to know what constitutes an 'Active' time period and what constitutes a 'Suspended' time period and how are both calculated.
