Access Restrictions territory when account has multiple territories

We have Agents who need to work with a single account to create a task. We set up a business role and are ok with restrictions. They can see only the account with a territory we assigned for this specific agent. However the account has three territories assigned to it. When trying to create a task we are blocked to enter a territory. No territory displays to select, not even the territory assigned to the agent. If only one territory is assigned it populates this ok. What could be wrong?
