Sost Wait Time

When I create an Email with trx SO00 the create time is correctly displayed but when I send it and see the email in the SOST transaction it adds 1 hour to the send wait time, altough i flaged it urgently. I have same time zone as system time zone so note 1015628 does not fix it. I have tried it applying this note but it doesnt solve it.

Is there a place where the wait time is configured or should I report this?
