urgent: BBP_INB_DELIVERY_CREATE

does anyone know how this function module works?

CALL FUNCTION 'BBP_INB_DELIVERY_CREATE'

I want to create a delivery but i get this error message: "Notified quantity exceeds quantity still to be notified...".

can anyone help me with this?
