Login dialog box in IE

We are in the process of implementing a Federated Portal Network that is authenticating to one of two Windows Active Directories. Here is the problem that we are facing. We want to have our users access the portal from anywhere in the world including when they are not on our internal network and may not have authenticated to the Active Directory already (i.e. from an internet kiosk at a trade show). What we are finding is that, by default, Internet Exploerer has the "Enable Integrated Windows Authentication" set by default and due to that setting being turned on, coupled with there not being an entry in Local Intranet sites, cause the windows dialog box for sign in to pop up before going to the Portal logon screen. We want that dialog to go away but are unsure how to do this. We know that the dialog appears because of the "Enable Integrated Windows Authentication" as when we turn off that setting, the dialog doesn't appear. How can we allow authentication to the AD without that dialog box showing up? Ideally, we'd like people who are signed into the internal network (i.e., have authenticated to the AD due to signing into Windows) to bypass all logins, but are willing to concede having to log in again at the portal.
