How do you test the URL? When you just paste it in the browser naturally no XML is transferred. I think I remember a test option somewhere from the task, but that also doesn't send an XML.
I think you need to give more info on what you have done already, both in set-up as in testing.
Your not answering my questions, but based on your reply: The XML document will be generated automatically. I don't think you can add it as an attachment or parameter. There is a webservice which will handle it. Are you sure it is not generated? Transaction SWXML should show you all XML messages.
I would if I could, but I never build this scenario, so I only have some theoretical knowledge. I think I read something about the reference workflow, it is the workflow you build to reference the workflow in the other system.
