Portal access for SAP users to reduce cost

Hi

If I can configure the users to access SAP using a portal are there ways to cut down the per user license cost? If yes, what are the methods?

If no, I was told that some companies allow their employees to access the SAP application using a portal based interface to reduce cost. How does that work?
