Installation Problems with SAP_CRYSTAL_SERVER_2016_SP04_WINDOWS_64B_

We're running Windows Server 2008 R2 Enterprise x64 Edition 6.1 (build: 7601) Service Pack 1 with RDS. Both the SAP Crystal Reports and the Dashboard installed just fine, but when double clicking setup.exe, it literally does nothing. Nothing launches, and there is no setup.exe in the process manager. I'm not where to go from here.
