GR for Purchasing Order

We've implemented the LE-WM, but no QM, then the problem comes...

My business process for GR(for P/O) is as follows:

1. MIGO material to 902 w/o a TR (with Quality Inspection indicator)

2. MB1B/321 to remove the "Q" from the stock --- physical inspection happens concurrently

3. Create a T/O to transfer the material from 902 to a normal bin with Move Type 999

my problem is, Move Type 999 is too dangerous to use, I don't like to grant it to WH operators, is any feasible BP/solution here?

What about this process:

1. MIGO material to 902 with TR (with Quality Inspection indicator)

3. Process LU04 Transfer posting

4. LB10 convert TR to TO to transfer the material from 902 to a normal bin

Thank you for your reply, but it still leaves a problem...

In your opinion, if ALL the material passed the quality inspection, it worked, but if some of the material didn't, I can only transfer the partial material(QI Passed) to the normal bin with the original TR, while I have to leave the material(QI Failed) in the 902...
