Infotype Tax Privilege for russia

According to Russian Government site: http://www.conseco.ru/eng/abc/tax/index.html :-

1. If any Russian resident employee working in Russia- whose cumulative earning for the present financial year is less than 20000 RUB, he is entitled to receive the tax privilege of 400 RUB per month.

2. If he has children then he is also entitled to receive the tax privilege of 300 RUB per child.

Ex: One employee whose salary is Rub 5000/- and is having one child then he is entitled to get tax privilege of Rub 700 i.e. Rub 400 as standard deduction and Rub 300 as child privilege for each child.

Problem: Considering above example, We have maintained both privileges in Infotype 299 in SAP, but Employee is getting only either Rub 400 or Rub 600 as deduction. Another problem in SAP is that it is calculating Rub 600 instead of Rub 300 as child privilege.

Do you have any idea where the Resident status can be captured(which infotype) for employees who would go and work in Russia?
